[Signalizer ML] Native Apple Silicon builds! Looking for early tests

Hi & hello everyone, and welcome to 2026!
I'm in the process of upgrading the whole repo to more modern toolchains,
build systems and platform support. As an intermediate result, I now have
functioning universal binaries for macOS.
Given the unprecedented amount of mail I receive requesting exactly this, I
gather it's fairly valuable and I figured some of you might be able to give
it a swing while I proceed to Ubuntu.
One consequence is the minimum OS is now 10.13, up from 10.8 unfortunately.
For anyone outside of the Apple ecosystem, the main change you can be
excited about is high DPI support.

As usual you will have to remove the quarantine attribute, I left
instructions in the readme.
